Yes it is possible, and it happens very often. You just need to reach out to their agent to set this up. The rapper may have an agent that specifically focuses on Europe, if so, this is the one you will reach out to. When booking an artist from another country, its a good idea to try and book them while they are on tour in a near market for it to make more sense.
